TITLE
The Mayor and City Council shall discuss and take action on approving the addition of the Maricopa-Casa Grande Highway Improvements and Driveways Project to FY22-23 Capital Improvement Plan. Discussion and Action.

AGENDA ITEM DESCRIPTION
The City is working with a Developer (Stonegate BFC, LLC) who is proposing a major retail/commercial component on the project site. The City is negotiating a Development Agreement with the Developer to being back to Council for final approval. A portion of the Development Agreement will identify certain public right of way improvements that the City would fund and construct. These improvements include the design and construction of certain off-site improvements within Maricopa-Casa Grande Highway (MCGH) right-of-way adjacent to the Stonegate development.

The project is located on MCGH just west of Stonegate Road. The pavement will be widened along the north side of MCGH to accommodate a continuous right turn lane into the development. In addition, the improvements will include two driveways and box culverts across an existing drainage channel, street lighting, and rip-rap stabilization to the existing channel. The design and construction phase will take approximately 12 months to complete. The project is expected to be completed in Spring 2024.

The design of the project is recommended to be funded in this fiscal year, FY23, in the amount of $125,000. Funding is available in the General CIP Contingency fund. The construction of the improvements will be funded out of the FY24 budget. Staff will submit a CIP budget request to fund the construction of the improvements with the FY24 CIP budget requests after approval of the final Development Agreement.
