TITLE

The Mayor and City Council shall discuss and take action on a request to approve an Intergovernmental Agreement (IGA) with Pinal County for the purpose of providing election services for the fall 2022 elections. Discussion and Action.

 

AGENDA ITEM DESCRIPTION

Pinal County requires that the City approve an IGA so that the Pinal County Recorder and Election Departments may provide voter registration and election services to the City for the upcoming Mayor and City Council elections scheduled for August 2, 2022 (Primary) and November 8, 2022 (General). Services provided by the County include, but are not limited to: preparing the ballot formats, mailing ballots to all registered voters within the City of Maricopa, early ballot signature verification, and tallying the official results of the election.

 

The City will provide the Elections Department with all the necessary documents to ensure the names and measures appear on the official ballot for the aforementioned elections as well as submit any preclearance requests to the United States Department of Justice as required under Section 5 of the Voting Rights Act.

 

The county's administrative service fee is $0.75 per registered voter. As of 01/11/2022, there are 39,832 registered voters in Maricopa. That's an increase of 6,172 from January of 2020. I anticipate that the county will receive additional registrations prior to the election so we will budget for 40,000 registered voters. This means that the total estimated cost for each election is $30,000.

 

Funds in the amount of $60,000 will be included in the City Clerk's election budget for FY 2022/2023 to cover the county's related expenses.

STAFF RECOMMENDATION

Staff recommends Mayor and City Council approve an Intergovernmental Agreement (IGA) with Pinal County for the purpose of providing election services for the fall 2022 elections.
