TITLE

The Mayor and City Council shall discuss and take action on approving a budget not to exceed $87,800 for an update to the City's Development Impact Fees and related Infrastructure Improvement Plan and authorizing the City Manager or designee to execute a Professional Services Agreement with Lewis Young Robertson & Burningham, Inc (“LYRB”) and any subsequent agreements or documentation necessary to effectuate the update to the City’s Development Impact Fees and related Infrastructure Improvement Plan.  Discussion and Action.

 

 

AGENDA ITEM DESCRIPTION

LYRB will provide a comprehensive review of the City’s existing Development Impact Fees and provide an updated Infrastructure Improvement Plan that will justify the establishment of new Development Impact Fees. This includes the development of Land Use Assumptions that will provide a description of the existing necessary public services in the service area and the costs to upgrade, update, improve, expand, correct or replace those necessary public services to meet existing needs and usage and stricter safety, efficiency, and environmental or regulatory standards. Ultimately, LYRB will provide a final Infrastructure Improvement Plan that will be adopted by the City Council prior to the public hearing that is required to adopt new Development Impact Fees.

Shortly after the issuance of a notice to proceed to Contractor, LYRB will begin research and coordination on the Land Use Assumption and Infrastructure Improvement Plan. All reports should be complete within about four months, following which LYRB and Staff will go through the statutorily required process to adopt new fees. This should put the effective date of the new Development Impact Fees about 14 months after the start of the project.

In no event shall the City’s funding obligation exceed $87,800.

STAFF RECOMMENDATION

 

Staff recommends approval of the budget request and authorization of the City Manager to enter into an agreement for this project.
