TITLE

A Resolution of the Mayor and City Council of the City of Maricopa, Arizona appointing Stephen McCarville as a Civil Hearing Officer for the City of Maricopa and authorizing the City Manager to negotiate and execute an agreement setting forth the specific terms and conditions for these services.  Discussion and Action.

AGENDA ITEM DESCRIPTION

Pursuant to Section 1.10.010(B)(2) of the City Code of the City of Maricopa, the Maricopa City Council may appoint a hearing officer to “hear and determine zoning, subdivision and code violations.”  Appointing a hearing officer will alleviate the need for the City Court to handle these matters and allow them to concentrate on criminal matters and statutory violations.  The hearing officer will serve at the pleasure of City Council but the City Manager will be authorized to negotiate and execute an agreement setting forth the terms and conditions for these services including, but not limited to, compensation.  City staff will then work with the hearing officer to determine the process and schedule for necessary hearings.

STAFF RECOMMENDATION

 Staff recommends approval of this resolution appointing Stephen McCarville as a civil hearing officer.
