TITLE
The Mayor and City Council shall discuss and take action on approving an Intergovernmental Transportation Funding Agreement between the Pinal Regional Transportation Authority (PRTA) and the City of Maricopa for the East West Corridor Reimbursement. Discussion and Action.

AGENDA ITEM DESCRIPTION
Pinal Regional Transportation Authority (PRTA) authorizes the Authority to act as a regional taxing authority for the purpose of funding multi-modal transportation operations and improvements identified in the PRTA Plan that was approved by the voters at a special election held in Pinal County, Arizona November 7, 2017. Under the Plan, the voters approved several Plan Elements. This Agreement implements a component of one Plan Element, the City of Maricopa portion of the Roadway East-West Corridor Roadway Element.
The Roadway Project consists of the acquisition of right of way, design and construction of new roadway capacity improvements within specific corridors. This elements will include the East-West corridor beginning at the State Route 347 located within the City of Maricopa and extending east to Porter Road. This section is specifically presented as Segment No. 3 and Segment No. 4. The PRTA contribution towards the construction of these segments is $2,426,376 and $1,772,855 for a total reimbursement of $4,199,261. It should be noted that the original DCR cost estimate for all projects within the PRTA Transportation Plan represents only about 15-20% of the actual expenditure. The City of Maricopa has budgeted within our CIP Plan the construction of these road segments at a cost of over $26 million dollars. The Reimbursement of $4,199,261 will represent approximately 16% of the actual construction project costs. The balance of the construction cost is being funding via City of Maricopa Transportation Impact Fees.
This IGA and reimbursement plan is predicated on assumption of a favorable decision form the Arizona Supreme Court sometime in the near future....
