TITLE

AGENDA ITEM DESCRIPTION
Currently, MPD relies on DPS to provide SWAT resources for major incidents. DPS is responsible to provide support to most of the state. This commitment creates the risk that DPS SWAT may not be immediately available to provide SWAT tactical support when needed. This creates an increased risk level to our city and our employees. This risk is minimized by joining the Pinal County Regional team. This transition will improve response times significantly. The intergovernmental agreement (IGA) will entail the Maricopa Police Department assigning trained Maricopa Officers to the Pinal County Regional SWAT team on a part time basis subject to call outs. This IGA does not reduce the staffing of MPD. This assignment will involve one training day per month and periodic call outs to assist PCSO with tactical related critical incidents within Pinal County. If any overtime was accrued during those call outs it can be absorbed within MPD’s budget. With our current set-up MPD maintains and trains 11 members on its Special Response Team at a minimum of one day per month. Staff recommends assigning 7 team members to the Pinal County Regional Team, reducing our training commitment. This agreement will act as a force multiplier for manpower and equipment for critical incidents in Maricopa.
