TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, approving and adopting a modified Redevelopment District Area Plan Boundary Map and authorizing City staff to amend the Redevelopment District Area Plan as necessary to reflect the new boundaries. Discussion and Action.

AGENDA ITEM DESCRIPTION
Per A.R.S. 36-1473, the City Council approved Resolution No. 08-48 on September 2, 2008, which found it a necessity to declare approximately 3.1 square miles within the corporate limits of the city of Maricopa as a Redevelopment District, and that the actions taken to redevelop and revitalize this area is in the interest of the public health, safety morals, and welfare of the residents of the City of Maricopa. Further, per A.R.S. Title 36, on July 7, 2009, the City Council approved Resolution No. 09-24 and adopted the Maricopa Downtown Redevelopment Plan. This plan covers the same 3.1 square miles.

Other than the residential areas, the boundary includes more than 1000 acres of undeveloped and vacant land, which City staff believes should be removed from the redevelopment area boundary map. This would allow the undeveloped and vacant lands to be developed without being subject to the Redevelopment District Area Plan's lengthy review process.

Furthermore, it has been over a decade since the Redevelopment District Area Plan was adopted in 2009, and it is due for an update. If the proposed boundary amendment is approved, staff will make modifications to the original Drainage Way Map, Zoning Map, Land Use Map, and the General Plan Future Land Use Map, that are outlined within the original Redevelopment District Area Plan, to reflect the new proposed boundaries for the area.

The attached exhibit delineates the original Heritage District Boundary Area, shown within the dashed lines, and the new proposed Heritage District Boundary Area, which is shaded in blue.
