TITLE
The Mayor and City Council shall discuss and possibly take action on approving a Master Maintenance Agreement (MMA) with the Arizona Department of Transportation (ADOT). Discussion and Action.
AGENDA ITEM DESCRIPTION
The Arizona Department of Transportation (ADOT) owns right-of-way within the City of Maricopa. Specifically, State Route 347 (John Wayne Parkway) and State Route 238 are ADOT streets. It is a goal of the City of Maricopa to beautify these streets--particularly State Route 347 as it is the primary gateway into the City. City staff has worked with ADOT staff to develop a Master Maintenance Agreement (MMA) to allow the City to maintain landscaping and other beautification installations along this ADOT corridor. The agreement also allows the City to respond to incidents and perform incident command duties on these streets within City limits.
This agreement is the second agreement with ADOT as part of an overall effort to improve and beautify State Route 347 within City limits. On September 3, 2019, the Maricopa City Council approved an agreement with ADOT to install and maintain pre-emption equipment at traffic signals along State Route 347.
With these two agreements in place, the City will be able to install landscaping improvements, traffic signal prioritization equipment, and other necessary improvements. These agreements also show a significant step forward in the installation of a city gateway monument, as the most likely location of the monument is within ADOT right-of-way.
STAFF RECOMMENDATION
The City Manager recommends that the Mayor and City Council approve the Master Maintenance Agreement (MMA) with ADOT.
