TITLE
An Ordinance of the Mayor and City Council of the City of Maricopa, Arizona, amending Section 2-82(1)(a)(1) of the City Code of Maricopa regarding Council established standing committees to combine the Cultural Affairs Committee and the Arts Committee. Discussion and ACtion.

AGENDA ITEM DESCRIPTION
The Cultural Affairs Advisory Committee (CAAC) has struggled in many ways over the past year. The struggles are primarily due to continual failure to meet quorum/attendance requirements. Since May 2018, 7 out of 13 meetings have been canceled due to lack of a quorum. When a quorum was met, frustration was voiced regarding what could be accomplished in one meeting a month. In February 2019, direction was provided that was intended to simplify the mission of the CAAC and make productive meetings more realistic. Since that meeting we have canceled every meeting due to lack of a quorum.

Due to an absence of ongoing need, I recommend dissolution of the CAAC. I believe we can effectively combine the responsibilities of the CAAC with the general responsibilities of the Arts Committee and effectively meet the purposes of both. The proposed new committee would be called the Arts and Cultural Affairs Advisory Committee, or ACAAC. Arts and culture are closely connected and the strategic goals of both committees match, so the combination makes sense. We currently have one vacancy on the Arts Committee that could be filled with one of the two active members currently on our CAAC. If not, we can fill that position through an appointment by the vacancy’s responsible councilman.

The mission/commission of the combined committee would be adjusted and approved by City Council. Currently, the Arts Committee functions with a very similar direction to the recommended mission below. My proposed description of the combined committee would be:
