TITLE
The Mayor and City Council shall discuss and possibly take action on approving a Community Development Block Grant (CDBG) Cooperation and Coordination Agreement with Pinal County. Discussion and Action.

AGENDA ITEM DESCRIPTION
The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of community development needs. This program utilizes federal funds determined by the department of Housing and Urban Development (HUD), using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.

The City has utilized local CDBG allocations to support several projects in the past, including the removal of blighted structures on abandoned properties. In addition, the City has allocated current local CDBG funds in support of several projects in the Heritage District, including a Maricopa Town Site street light program, a Housing Rehabilitation Program, and a Neighborhood Revitalization program. Future funds may be used for even further resources for the Heritage District, such as safe routes and sidewalks internal to the project with access to existing sidewalks, park and playground amenities, and street paving on Maricopa roads, among others.

Historically, the City of Maricopa has relied on Central Arizona Governments (CAG) to distribute these funds. However, an opportunity has recently arisen for the City to coordinate with Pinal County, rather than CAG, for the distribution and use of CDBG funds. This partnership will better maximize the tax dollars of Maricopa residents for the benefit of the City's low- to moderate-income residents.
