TITLE
The Mayor and City Council shall discuss a future ordinance that will amend Section 2-82(3)(a) of the City Code regarding Council standing subcommittees to eliminate the Marketing and Communications Subcommittee, eliminate the Personnel and Benefits Subcommittee, eliminate the Legislative Affairs Subcommittee and revise the Budget, Finance and Operations Subcommittee. AGENDA ITEM DESCRIPTION
On April 7, 2009, the City Council took action to adopt Resolution 09-12, creating standing sub-committees of: Personnel and Benefits, Marketing and Communications, and Budget, Finance and Operations. While the resolution does not define the role of these sub-committees, it does provide some operational requirements in that “meetings will be every other month at a minimum and more often as necessary” and that “topics of discussion will be directed by City Manager or Council request and results be reported back to Council…”
Since 2009, the City of Maricopa has matured and processes of the past are now in need of revision. Therefore it is proposed that the following changes be considered:

STAFF RECOMMENDATION

Marketing and Communications: It is recommended that this sub-committee be eliminated. This committee has not met in over four years and the City now has well established marketing communications procedures in place. Should it become necessary to address a major initiative, the City Council reserves the right to call an ad-hoc committee or address same as a council.
Personnel and Benefits: It is recommended that this sub-committee be eliminated. Personnel is a much nuanced and highly regulated issue and benefits, which usually relates to budget, should be covered as part of the BFO.
Budget, Finance and Operations: It is recommended that this sub-committee be revised to the “Budget and Finance Sub-Committee”. As the role and purpose for the sub-committee has never been formally established, the following is presented for your consideration: “T...
