TITLE
The Mayor and City Council shall discuss and possibly take action on adopting a revenue and pricing policy for use in establishing pricing for programs, activities and reservable spaces offered by the Community Services Department. Discussion and Action.

AGENDA ITEM DESCRIPTION
The Community Services Department offers diversified parks, recreation and library services to the residents of the City of Maricopa. Historically, these services have been financed by appropriation of tax dollars from the City's General Fund. With the opening of Copper Sky in 2014, a Special Revenue Fund was created for the Copper Sky Recreation Complex and City Council adopted Resolution 14-02 that established a fee schedule for membership fees and rental rates at the facility. Also adopted was Resolution 14-07 that established a set of ranges that could be utilized for the programs, activities and reservable spaces offered by the department. Prior to this, City of Maricopa residents had historically paid for their parks, facilities, recreation programs, special events and library services primarily through taxation.

Maricopa's growing population has increase demand for new, expanded and even more diversified facilities and services. The operational costs for the delivery of these services have also increased. These trends, coupled with increased competition for City tax dollars by other departments and operational needs, have resulted in a greater emphasis on generating non-tax revenues. These alternative sources of revenue are becoming more critical for the operation of parks, recreation and library facilities, programs, and services. The primary alternative source of funding is fees and charges for services provided by the Community Services Department. The adoption of a Revenue and Pricing Policy will allow the department to effectively determine the price of the programs and services that are provided to our residents.
