TITLE

The Mayor and City Council shall discuss and possibly take action on approving a contract with Total Transit Enterprises, LLC for inmate transportation services.  Funding for this contract, in an amount not to exceed $26,260, will be drawn from Highway Users Revenue Fund, Public Works, Technical (20055151-53340). AGENDA ITEM DESCRIPTION

In Fiscal Year 2018, the Public Works Street Maintenance Division initiated a program to employ an inmate labor crew to perform unskilled tasks in Maricopa.  The program has greatly increased our labor output at a fraction of the cost of hiring one new employee.  A contract with Total Transit Enterprises LLC, will increase our labor output from this work crew in two ways: by recovering 20 hours each week from City employees currently transporting the work crew, and by allowing the inmate crew to be in Maricopa for an additional three hours each workday.  This adds more than 100 labor hours to our operations capability.  A contract with Total Transit Enterprises LLC will provide a driver only, while the City of Maricopa will provide the transport van, fuel, and maintenance.

STAFF RECOMMENDATION

Staff recommends that the Mayor and City Council approve the contract with Total Transit Enterprises, LLC. for inmate labor transportation services.
