TITLE
The Mayor and City Council shall discuss and possibly take action to approve a contract with Entellus, Inc. in an amount not to exceed $277,449.00 for the Heritage District Floodplain Analysis. Discussion and Action.

AGENDA ITEM DESCRIPTION
On June 20, 2017, the Mayor and City Council passed a resolution supporting application for a Community Development Block Grant (CDBG) for the Heritage District Floodplain Analysis. On December 19, 2017, Mayor and Council accepted a CDBG award and entered into a contract with Arizona Department of Housing (ADOH). CDBG funds are utilized to address housing and community development needs consistent with broad national priorities for CDBG: activities that benefit low and moderate-income people, the prevention or elimination of slums or blight, or other community development activities to address an urgent threat to health or safety.

Staff solicited statements of qualifications from five firms pre-qualified by ADOH, conducted a selection from the submitted statements of qualifications, and entered into negotiations with Entellus, Inc. The scope of the Heritage District Floodplain Analysis includes developing a master plan for flood mitigation that will provide a guide by which future projects can be determined. The analysis will (1) identify and remove properties from the existing floodplain; and will provide: (2) Details to determine topographical conditions and base flood elevations, (3) Potential floodplain solutions for future projects, and (4) design guidelines that will have a positive impact on future development.

Before the contract is executed, Entellus will provide a schedule of deliverables to be approved by staff and included as part of Exhibit B to the contract.
