Title: The Mayor and City Council shall discuss and possibly take action to provide consent to submit a grant application to the U.S. Department of Justice, Office of Community Oriented Policing Service School Violence Prevention Program (SVPP) in an amount not to exceed $300,000 for the acquisition and installation of video technology in five (5) City of Maricopa schools. The video technology will give expedited notification to Maricopa Police Department during an emergency. There is a 25% matching requirement for the grant. If awarded and if salaries are not eligible to meet the City's match requirement obligation, the Maricopa Police Department will come before Council to request $75,000 General Fund contingency funding in FY18-19. This application is in addition to the U.S. Department of Justice, Office of Community Oriented Policing Services COPS Hiring Program grant application that has budgeted match for FY18-19. This program is authorized under the Students, Teachers, and Officers Preventing (STOP) School Violence Act of 2018, which is included in the Consolidated Appropriations Act, 2018, Public Law 115-141, Division S, Title V., as amended (34 U.S.C. ยง 10551 et seq.)
The COPS Office STOP School Violence: School Violence Prevention Program (SVPP) provides funding to improve security at schools and on school grounds in the jurisdiction of the grantee through evidence-based school safety programs. FY 2018 funding may be used for coordination with local law enforcement, training for local law enforcement officers to prevent school violence against others and self, placement and use of metal detectors, locks, lighting, and other deterrent measures, acquisition and installation of technology for expedited notification of local law enforcement during an emergency, and any other measure that, in the determination of the COPS Office Director, may provide a significant improvement in security.
