Title: The Mayor and City Council shall discuss and possibly take action to ratify the submission of a grant application to the Congestion Mitigation Air Quality Program through Maricopa Association of Governments for the paving of 1.5 miles of arterial roadways: Anderson Road (Maricopa Casa Grande Highway to Peters and Nall Road) and Peters and Nall Road (Anderson Road one half mile to the west). The total requested grant amount is $569,193, which includes a local match of $131,628. Funding for the local match will be drawn from County Road Tax, Transportation, Street Projects-Capital (30044146-67750-34005). Ratification of a grant application includes designating the City Manager the authority to sign all documents necessary to complete the grant application. Discussion and Action.

AGENDA ITEM DESCRIPTION
Moving Ahead for Progress in the 21st Century (MAP-21) placed an increased focus on addressing particulate matter PM 2.5. The Arizona Department of Transportation has allocated PM 2.5 CMAQ (Congestion Mitigation and Air Quality Improvement) funding to the Maricopa Association of Governments (MAG) for programming projects that reduce PM 2.5 in portions of the West Central Pinal PM 2.5 Nonattainment Area located within the planning boundaries of both MAG and the Sun Corridor Metropolitan Planning Organization. MAG is soliciting Paving Unpaved Road Projects in the West Central Pinal PM 2.5 Nonattainment Area FY 2018-2022.

To assist in meeting the nonattainment mandates, the Public Works department was awarded funding to pave 1.5 miles of arterial roadway. Segments of Anderson Road and Peters and Nall Road are unpaved and experience daily traffic. The area proposed for chip seal is in close proximity to an air monitoring station. Development is not expected to occur for approximately five years in the vicinity of the proposed project(s). This project will install a double chip seal, effectively creating a temporary paving condition for two travel lanes....
