Title: The Mayor and City Council shall hear public comment for the purpose of considering a Section 5311 Transit Program Section 5311 grant application from the Federal Transit Administration, through the Arizona Department of Transportation, that will be used to continue operations of the transit system.  Interested persons or agencies shall be heard with respect to social, economic, and environmental aspects of the project.  Interested persons may submit oral or written evidence and recommendations with respect to the project.

TITLE

AGENDA ITEM DESCRIPTION

This agenda item is for the public hearing only.  The  request for Council approval to apply for the FY 18/19/20 Section 5311 grant application is included as a separate agenda item in the February 6, 2018  Regular Council meeting. 

The city has operated a transit system comprised of various services since 2008.  Today we operate Local Demand Response, Regional Demand Response, and Route Deviation (fixed route) Service.  The FY 18/19/20 application (two-year application) will request  Local and Regional Demand Response to be funded at near current levels (a modest 3 percent COLA) and a request in the first year for increased Route Deviation Service hours, proposed to run from 6 am - 12:00 pm, and from 1:00 pm - 6:00 pm Monday through Friday, using 11 bus stops.  The Route Deviation Service, with the requested increase, will cycle once per hour and offer 11 stops at each bus stop per day.   The cost split is historically Federal Transit Administration (FTA) 58 percent and city 42 percent for operations, FTA 80 percent and city 20 percent for administration, FTA 80 percent and city 20 percent for capital purchases.  All improvements are contingent upon Council approval during the normal budget cycle.

As a requirement of this application, the City of Maricopa is required to hold a public hearing and seek public comment on the grant application for transit services in the community.  Additionally, letter...
