AGENDA ITEM DESCRIPTION

The Arizona Department of Public Safety, Victims of Crime Act grant program supports and promotes the quality services from crime victims partnering with local agencies throughout Arizona that performs the essestial work of victim assistance. The provision of righs and mandated services outlined in the Arizona's Constitution and the Victims' Rights Act provide the beginning of a foundation of important services to crime victims. There is approximately $44 million available per federal fiscal year in Arizona and $132 million total for this three year grant cycle. The award period for this grant award is Ocrober 1, 2017 through September 30, 2020.

 

Matching contributions of twenty percent are required for each VOCA project and must be derived from non federal sources. All funds designated as match are restricted to the same uses as the VOCA assistance grant funds and must be expended within the grant period. In-kind match may include donations of volunteer professional services, materials and equipment, space and facilities and non-VOCA funded victim assistance activities.

 

Within this project the Maricopa Police Department requested two vehicles to provide emergency transportation to victims and families. Additional expenses include registration and travel costs for training conferences, emergency assistance to help families, printing costs for brochures, public awareness and a prorated portion of the rent at the Family Advocacy Center for the victim services staff at the center.  The Mayor and City Council approved the submittal of this grant application on August 1, 2017.

 

On December 14, 2017 the Maricopa Police Department received award notification of $114,162. The project was funded as requested except for an additional vehicle in year three.  Please see the attached awarded budget.

 

The match requirement over the three years is $28,542. The match will be met using the Community Programs Manager position on direct service activities as a cash match.  Volunteers and Student Interns from Arizona State University at a rate of $19.65 the same rate as the starting pay of a Victim Advocate will provide direct service hours to victims of crime.  Additional in kind match includes dontation and fundraising efforts by the Winged Hope Family Advocacy Foundation.
