TITLE

The Mayor and City Council shall discuss and possibly take action to accept a grant award and enter into a contract with Arizona Department of Housing, Community Development Block Grant in the amount of $278,224.00 for the Heritage District Floodplain Analysis for Maricopa, Arizona.  Discussion and Action.

 

AGENDA ITEM DESCRIPTION

In July 2017, the Mayor and City Council passed a resolution supporting the Heritage District Floodplain Analysis.  The scope includes developing a master plan for flood mitigation that will provide a guide by which future projects can be determined.  The analysis will provide: (1) Details to determine topographical conditions and base flood elevations (2) Potential floodplain solutions for future projects.

 

Community Development Block Grants (CDBG) funds are utilized to address housing and community development needs.  The CDBG program is a flexible program that provides communities with resources to address a wide range of unique community development needs.  Proposed CDBG projects must be consistent with broad national priorities for CDBG:  activities that benefit low-and moderate-income people, the prevention or elimination of slums or blight, or other community development activities to address an urgent threat to health or safety.  CDBG funds may be used for community development activities (such as real estate acquisition, relocation, demolition, rehabilitation of housing and commercial buildings), construction of public facilities and improvements (such as water, sewer, and other utilities, street paving, and sidewalks), construction and maintenance of neighborhood centers, and the conversion of school buildings, public services, and economic development and job creation/retention activities.  CDBG funds can also be used for preservation and restoration of historic properties in low-income neighborhoods.

 

The annual CDBG appropriation is allocated between States and local jurisdictions.   Housing and Urban Development (HUD) determines the amount of each grant awarded to each jurisdiction by using a formula comprised of several measures of community need, including the extend of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan cities.

 

The City of Maricopa received the Award notification with a request for Signature of Acceptance along with the formal agreement from the Arizona Department of Housing.  Once both documents have been signed by the Mayor, the agreement goes into effect.

 

CITY MANAGER'S RECOMMENDATION

The City Manager recommends entering into a contract with Arizona Department of Housing, Community Development Grant in the amount of $278,224.00 (no match requirement) for the Heritage District Floodplain Analysis for Maricopa, Arizona.
