TITLE

The Mayor and City Council shall discuss and possibly take action on approving an Award Of Contract to Total Transit Enterprises, LLC., for continued operation of transit service and preventative maintenance services for the City Of Maricopa Express Transit fleet of vehicles.  The contract term is two years and eleven months, beginning November 1, 2017 and ending September 30, 2020, with an option to renew for two one-year year terms.  This contract is contingent upon Council, ADOT and FTA budget approval for FY's 18, 19 and 20. The contract, in an amount not to exceed $781,821 (over three years) will be funded from the following line items:  Transit Service not to exceed 58% ($427,820) from Grants Fund, Transportation, Technical Section 5311 (22044146-53340) not to exceed 42% ($309,801) from General Fund, Transportation, Technical Section 5311 (10044146-53340). AGENDA ITEM DESCRIPTION

This is a three year contract, with two one-year renewal options.  Total Transit has provided driver, dispatch and scheduling support to Maricopa for over five years. Here is a brief history of contract activity with this company: 

December 20, 2011: Council approves the first contract with CON 11-67

August 7, 2012:  Council approves a one year contract extension with CON 12-033

September 3, 2013: Council approved Award of Contract for one year with CON 13-35

September 2, 2014: Council approved Award Of Contract for one year with CON 14-28

September 1, 2015:  Council approved a Contract Amendment authorizing two one year extensions to the existing contract (CON 14-28) with CON 15-51

 

The not to exceed amount of this contract may need to be adjusted periodically, subject to transit needs, Council, ADOT and FTA approval. Such adjustments will follow the normal annual budget cycle, except where Council directs mid-cycle adjustments.  Further contract adjustments may be needed as transit services and the vehicle fleet increase, subject to the normal budget approval process.

 

Preventative Maintenance is included in this contract due to the provider’s specific experience in providing and documenting preventative maintenance actions in compliance with FTA and ADOT stringent requirements.
