TITLE
The Mayor and City Council shall discuss and possibly take action to authorize City staff to complete all necessary paperwork for a FY 17-18 mid-cycle adjustment to the Rural Public Transportation Program (Section 5311) from the Arizona Department of Transportation (ADOT) to continue to operate public transportation services for the next year and to authorize the City Manager to sign any documents related to this mid-cycle grant adjustment. Discussion and Action.

AGENDA ITEM DESCRIPTION
This item requests council approval to apply for a mid-cycle adjustment to the two year grant, and requests an increase in local match funding. This item is submitted because council approval last year only covered the budget and local match funding for the first year of the two year grant.
Last year Arizona Department of Transportation (ADOT) Multimodal Division transitioned to a new two-year 5311 grant application process, covering FY16-17 and FY17-18.
The total requested 5311 budget for this year (FY17-18) is $624,086 (includes a capital request for 1 new bus and 11 bus shelters). The local matching funds sought this year is $175,414. We were advised by ADOT in 2016 of the possibility for a mid-cycle adjustment with the two year grant and we briefed council in March 2016 about this possible action.
The requested increase in local match funding will be used for three purposes: (1) Increase Route Deviation Service hours to full time, with service from 7am - 12 pm, and 1 pm - 6 pm, Monday through Friday; (2) Purchase one new 21-passenger bus, and (3) Purchase 11 bus shelters. We are requesting continued operation at current levels of the Local and Regional Demand Response services. We also propose continuation of the Limited Local Demand Response from 9:30 - 1:30 on Tuesday and Thursday, as a market exists for this service within the senior and disabled populations.
