TITLE
The Mayor and City Council shall discuss and possibly take action on approval of an Intergovernmental Agreement between Pinal County and the City of Maricopa for the use of land located at 46250 McDavid Road, Maricopa, Arizona to operate a Recycling Collection Center and Solid Waste Transfer Station for an amount not to exceed $1.00 a year to be paid out of General Fund, Non Departmental, Professional and Occupational (10010000-53320). AGENDA ITEM DESCRIPTION
On January 7, 2015 the City of Maricopa posted an RFP for Recycling and Household Hazardous Waste (HHW) Drop-Off Station Operation (RFP 15CM122314). That RFP closed on January 20 at 2:00 p.m. The RFP selection process has been concluded, Right Away Disposal has been deemed the most responsive applicant, and a contract has been negotiated with Right Away Disposal which will be brought before City Council for approval at the May 5, 2015 Regular Council Meeting.
As part of the City’s effort to secure recycling and HHW services within the City of Maricopa, it has been the intention to provide the most responsive applicant, in this case Right Away Disposal, with the option to use a site provided by the City. As part of our negotiations we have determined that 46250 McDavid Road is the preferred site to locate the recycling station.
Because the Right Away Disposal Contract will serve western Pinal County areas and is not limited to Maricopa residents, Pinal County has agreed allow the City of Maricopa use of a 2 acre 46250 McDavid Road site valued at $23,000 a year. Additionally, Pinal County assisted the City efforts by paying $7,900 for soil testing and an estimated $30,000 in hauling and labor fees to maintain service outside the 46250 McDavid Road site for the past 8 weeks while we initiate this contract and IGA.
Approval of this IGA will allow us to authorize Right Away Disposal to use this site as part of the Recycling and HHW Contract.
