AGENDA ITEM DESCRIPTION
On April 3, 2012, the Mayor and City Council provided consent to submit a grant application to the Bulletproof Vest Partnership (BVP). This partnership was created by the Bulletproof Vest Partnership Grant Act of 1998(Public Law 105-181). It is a unique initiative by the U.S. Department of Justice to provide critical resources to state and local law enforcement. The BVP Act of 1998 requires at least half of all appropriated funds support applications from jurisdictions with populations under 100,000 people. Eligible jurisdictions include general purpose units of local government such as cities, towns, parishes, and municipalities.

The request is to fund bulletproof vest replacement for 61 uniformed police officers. If the grant is awarded, the City can request retroactive reimbursement for the purchase of vests. BVP funds up to 50% of the cost of each vest purchased or replaced by law enforcement applicants. If the grant is fully awarded, only half of the $48,800 request would be necessary to fund the purchase or $24,400. The transfer would be adjusted for partial grant award and would be $48,800 if the grant is not awarded. Only vest models that comply with the requirements of the Office of Justice Programs National Institute of Justice (NIJ) may be purchased with BVP funds. All vests have a usable life of around 5 years and the Maricopa Police Department began providing services on July 1, 2007.

If the grant is received, the City will refund that amount to the contingency fund.
