TITLE
The Mayor and City Council shall discuss and possibly take action on approving a purchase of four (4) APX7000 Digital Portable Radios from Motorola Solutions for the Maricopa Police Department. This Award of Contract, in an amount not to exceed $27,978.90, is in compliance with City of Maricopa Purchasing Code, Article IV, Sec. 3-223 Cooperative Purchasing to be paid from Grant Fund, (22022122-67744-13208). AGENDA ITEM DESCRIPTION
The City of Maricopa has submitted grant applications to the Arizona Department of Homeland Security in 2007, 2008, 2009 2010 and 2011 with council consent. The Maricopa Police Department has received funding for three of the four years for radios, personal protective equipment for the entire department and Spillman records management field reporting module. However, the Maricopa Police Department was not funded in 2011. The grant for this year 2012 has been approved.
The State Homeland Security Program (SHSP) is a core homeland security assistance program. SHSP provides funds to build capacities at the State and local levels through planning, equipment, training, and exercise activities and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the Program and Capability Enhancement Plan. SHSP funding also supports the four mission areas of homeland security- prevent, protect, respond-and-recover and addresses all of the National Priorities and 37 Target Capabilities, as they relate to terrorism.
Authorized program expenditures include:

· Organization
· Equipment
· Training
· Exercises
The grant was awarded and the funds will be used to purchase mobile and/or portable dual band radios which will help the Police Department to expand interoperable communications regionally. This project is on-going and is part of the City's Capital Improvement Plan.
