TITLE
The Maricopa City Council shall discuss and possibly take action on a request to approve the City of Maricopa's 2013 State Legislative Agenda. Discussion and Action.
 
AGENDA ITEM DESCRIPTION
Staff requests Council consider and possible adopt the following legislative goals for the 2013 State legislative session as our 2013 State Legislative Agenda and to support staff in affecting legislative action on behalf of the City of Maricopa. Adopting a legislative agenda allows the City of Maricopa staff to effectively focus our legislative efforts on Council priorities.
 
Proposed 2013 State Legislative Agenda
 
Staff will urge our Arizona Legislature to:  
 
1.      Protect Revenue Sources: Staff will work to protect all revenue sources, including state shared revenues and construction sales tax, and to protect our ability to collect and monitor revenues locally
 
2.      Oppose Cost Shifting onto Cities and Towns: Staff will guard against any attempt to shift state costs onto municipalities
 
3.      Protect Local Control: Staff will fight to protect and enhance local control by maintaining Council's capacity to effectively represent the residents of Maricopa on local issues from a local perspective   
 
4.      Adopt Positive Structural Reforms: Staff will support legislative efforts that will create or enhance state regulation that clearly creates public value and benefits the residents of Maricopa
 
5.      Create Economic Development Tools: Staff will urge the Arizona Legislature to adopt additional tools to retain, expand, and attract commerce and employment
 
6.      Do No Harm: Staff will monitor and oppose legislative actions that trigger direct negative effects or unintended negative consequences to cities and towns
 
STAFF RECOMMENDATION
Staff recommends adoption of these proposed goals as our 2013 State Legislative Agenda
