Title: The Mayor and City Council shall discuss and take action to approve the Lease Agreement with Option to Purchase with Open Arms Vocational Living Center, Inc., an Arizona nonprofit corporation, related to the lease of approximately 0.16 acres of the real property generally located at the Northeast corner of W Mercado St. and N Main St., Maricopa, Pinal County, Arizona, Assessor Parcel No. 510-26-0460, and, if the option to purchase is exercised, authorizing the City Manager to execute a Purchase Agreement consistent with the terms of the Lease and any closing documents related thereto. TITLE

The Mayor and City Council shall discuss and take action to approve the Lease Agreement with Option to Purchase with Open Arms Vocational Living Center, Inc.,  an Arizona nonprofit corporation, related to the lease of approximately 0.16 acres of the real property generally located at the Northeast corner of W Mercado St. and N Main St., Maricopa, Pinal County, Arizona, Assessor Parcel No. 510-26-0460, and, if the option to purchase is exercised, authorizing the City Manager to execute a Purchase Agreement consistent with the terms of the Lease and any closing documents related thereto. AGENDA ITEM DESCRIPTION

The City originally acquired this property in the Heritage District as part of a strategic effort to eliminate blight and catalyze redevelopment in the area. The City has since cleaned the properties in the area, rid them of the conditions of blight, and seeks to use the property as a catalyst for future development in the area. In January of 2025 the City issued an Invitation for Bids for redevelopment projects that meet the needs of the City and fit with the character of the area. The City has awarded the winning bid to Open Arms Vocational Living Center.

The City will lease the property to Open Arms Vocational Living Center for the development of an approximately 1,500-square-foot facility that will provide residential accommodations and vocational support for male youth aged 18 and older who have aged out of the foster care system. The Vocational Living Center will support youth transitioning out of the foster care system by offering safe and stable housing, vocational training opportunities, access to mental health and wellness resources, and meaningful connections through mentorship and social engagement.
