A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, adopting a policy for the rental of facilities owned by the City of Maricopa. Discussion and action.
AGENDA ITEM DESCRIPTION
Beginning with an action item from the Futures Planning meeting on February 9, 2023 to make city facilities more accessible to residents and non-profits staff drafted a Facility Rental Policy. With feedback from City Council at the July 25, 2023 Work Session and September, 19, 2023 Regular City Council meeting staff updated the Facility Rental Policy, which provides a discount to residents/non-profits and increases the rates for non-residents.
Staff will first implement the discount to residents/non-profits at a 35% discount from the current resident rate. IT staff will need time to make changes to the payment system to adopt the new discount and will communicate to the public once the new rates are available.
The new policy places the non-resident rate at double the current resident rate. Based on A.R.S. 9-499.15, because we are increasing the non-resident rates the rates will need to be posted publicly for 60 days prior to council approval.
The increased non-resident fees were posted the week of September 25, 2023 and will be brought back to Council for approval at the December 5, 2023 meeting at which time those rates will be adopted.

STAFF RECOMMENDATION
Staff recommends approval of the resolution adopting a Facility Rental Policy.
