TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Pinal County, Arizona, confirming the application for certificate of necessity subsequent to changes necesitated by substantive review by the Arizona Department of Health Services. Discussion and Action.
 
AGENDA ITEM DESCRIPTION
 
The City of Maricopa Fire/Medical Department submitted an Application for a Certificate of Necessity (CON) to the Arizona Department of Health Services (ADHS) Bureau of Emergency Medical Services & Trauma Systems. This CON, if granted, will authorize the City to provide ground ambulance transport services within its jurisdiction. The City of Maricopa CON team meets in person with the team at ADHS to review all the comments in the substantive review findings and discuss the changes and any needed clarifications. Those changes have been completed, and the City will resubmit the CON application on September 3rd for AZDHS review.
 
This resolution reaffirms the City Council’s continued support for the CON Application, including recognition of the following key points:
 
Review and Revisions: The City Manager and Council have reviewed the required revisions to the Application with their attorney in executive session and find them consistent with the City’s goal of improving emergency medical services for residents.
 
Commitment to Service: The City Council understands the operational and financial realities associated with ambulance transport and supports proceeding even if the service may operate at a financial loss, given the critical public safety benefit.
 
Public Safety Priority: Establishing a City-operated ambulance transport system aligns with strategic goals for enhancing community safety, improving service reliability, and ensuring response times are maintained as Maricopa continues to grow.
