TITLE
The Mayor and City Council shall discuss and possibly take action on approving a request to reclassify and downgrade one vacant full-time equivalent Parks Maintenance Worker position to two part-time Park Maintenance Worker positions. Discussion and Action.
AGENDA ITEM DESCRIPTION
The fiscal year 2011-2012 staff complement included one full-time equivalent parks maintenance worker and one part-time parks maintenance worker. In August 2011, the full-time position was vacated. The Community Services Department used this opportunity to research and determine staffing needs in the parks maintenance division. To meet the needs of the community, the following is recommended:
1. Downgrade one full-time parks maintenance position to two part-time parks maintenance positions for Pacana Park.
a. 1 part-time worker for 16 hours per week
b. 1 part-time worker for 32 hours per week
c. All staff will focus on tasks which are not consistently being completed due to inadequate staffing, such as power washing in field maintenance, Ramada repairs and upkeep, soccer and basketball goal repairs, bleacher maintenance, tennis court maintenance, basketball court maintenance, special events, youth and adult sports assistance.
2. Utilize a third party contractor for horticultural work and mowing.
a. Third party would be responsible for landscaping more than 300 trees, bushes and would be also be responsible for ground covering and mowing.
The current budget included $54,000 total compensation including benefits for one full-time employee. Hiring two part-time employees would cost $48,000 yielding an annual savings of approximately $6,000. The full-time position has been vacant since August. To remain budget neutral, these positions will be filled on or after March 1.
STAFF RECOMMENDATION
Staff recommends that one full-time equivalent Parks Maintenance Worker position is downgraded to two part-time Park Maintenance Worker positions.
