TITLE

The Mayor and City council shall discuss and take action on a request from the Police Department to enter into a sub recipient agreement with the Arizona Department of Homeland Security for Operation Stonegarden (OPSG). A 100% match grant award of $52,500.00 for employee overtime, employee related expenses, and mileage. Discussion and Action.

 

AGENDA ITEM DESCRIPTION

Operation Stonegarden is a federally funded initiative administered by the Arizona Department of Homeland Security (AZDOHS) to enhance cooperation between local, state, tribal, and federal law enforcement agencies in support of border security operations. Participating agencies receive reimbursement-based funding to support overtime deployments, equipment, and operational needs that contribute to regional border security efforts.

 

The department has been working closely with Homeland Security Investigations (HSI), the Pinal County Sheriff’s Office, and AZDOHS to align our operational capabilities with the program’s priorities. AZDOHS has approved entry into the program beginning on May 11th, 2026 through April 30th, 2027. All reimbursements will be processed directly through AZDOHS.

 

The department intends to utilize the $50,000 OPSG funding to support overtime deployments focused on:

 

- Regional border-related enforcement operations

- Intelligence-driven patrol and interdiction support

- Joint operations with HSI and partner agencies

- Targeted enforcement missions related to smuggling, human trafficking, and fugitive investigations

 

Fuel reimbursement of $2,500 will support travel associated with these operations.

 

 

STAFF RECOMMENDATION

Staff recommends proceeding with the sub recipient agreement between the Arizona Department of Homeland Security and the Police Department for Operation Stonegarden (OPSG).
