TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, supporting the updated Title VI Civil Rights Policy Statement as it pertains to the Section 5311 Rural Transportation Program grant from the U.S. Federal Transit Administration, used to support operations and administration of a transit system in Maricopa known as the City Of Maricopa Express Transit (COMET), and repealing all previous Title VI policies related to transit service. AGENDA ITEM DESCRIPTION
The Title VI Civil Rights Policy Statement is a prerequisite for consideration for Section 5311 grant funding. Moreover, it is a mandate for provision of transit services without regard to race, color, national origin, age, gender or disability. The Title VI Policy Statement has its origin in the Civil Rights Act of 1964. The Title VI Policy Statement appears in short form in all COMET marketing or information pieces.
The Title VI Civil Rights Policy Statement under consideration for approval was sent as a template to all transit providers earlier in the year by Arizona Department of Transportation (ADOT) Civil Rights Office. It is included in the FY 15/16 Section 5311 application, with ADOT’s approval to gain council or board approval after submission of the grant application in April 2015. The policy statement under consideration was approved for use by the ADOT Civil Rights office after city staff localized it for use in Maricopa.
The most notable elements of the update include designation of ADOT as the investigating agency in the event of a Title VI complaint filed against the City of Maricopa Express Transit program. Another notable element is the designation of the COMET Program as the investigating authority for Title VI complaints filed against the contract provider, Total Transit/Valutrans.
