TITLE
The Mayor and City Council shall discuss and possibly take action on a revision to the Information Technology (IT) Department organizational and staffing complement, which restructures one authorized IT position to create a new titled position to the approved 2014 Salary Plan. This action effectively replaces a Network Administrator position with a position titled Application Support Specialist. Discussion and Action.

AGENDA ITEM DESCRIPTION
The result of this action reorganizes the structure of the IT Department and is consistent with the IT Audit recommendations by LBL Technologies. The audit and recommendations were presented to the Mayor and City Council in April, 2013. The proposed revision effectively addresses daily operational needs to create a more efficient IT response to all stakeholders.

The current Network Administrator position - vacant since April, 2013 - was created several years ago to support initial IT functionality within the City of Maricopa. After the 2013 audit report, changes to the IT organizational structure were identified by LBL Technologies to streamline IT services within the City. In response to the IT audit recommendations, staff was previously approved to change one other job title in the IT Department. This action is in keeping with the audit recommendations.

The City currently contracts with a private vendor to provide the IT services identified in the proposed job description for the Application Support Specialist. The current cost for these contracted services is annualized at $52,000. The base salary for the new position is identified at $49,513, which is the bottom of the lower salary range being recommended for this new position.

The proposed action results in a net savings of personnel costs estimated to be $9,300 in FY14-15. The savings is the delta between the projected salary for the former Network Engineer and the salary for the new Application Support Specialist.
