TITLE
The Mayor and City Council shall discuss and possibly take action on approving a budgetary transfer totaling $5.0 million to General Governmental CIP, Capital Projects-City Manager, City Services Complex (35011115-31003) from various CIP fund projects for completion of the City Services Complex project. AGENDA ITEM DESCRIPTION
Construction of the City Services Complex project began in June 2012 with anticipated completion midway through FY13-14. Due to aggressive scheduling and project management, the project is now anticipated for completion by September 1, 2013, several months ahead of schedule. In order to maintain the construction schedule, it becomes necessary to appropriate the $4.45 million funding, originally planned for FY13-14, to the current fiscal year. Staff has also identified an additional $550,000 in project costs for security, furniture, signage, and information technology infrastructure for a total transfer of $5.0 million. As with any CIP project, any funds not expended by June 30, 2013 are carried forward through the normal CIP budget process.
At the time of FY12-13 budget approval, the Guaranteed Maximum Price (GMP) for construction was established. This amount has not changed. However, the GMP contract included certain allowance items that were estimated costs for security, furniture, signage, and information technology infrastructure and actual amounts are now known. City staff, Abacus Project Management, and Okland Construction have projected the final costs to be an additional $550,000 to fund the allowance items as described above.
In order to maintain the construction schedule to allow for the September 1 completion, the additional $5.0 million ($4.45 million in anticipated FY13-14 costs plus $550,000 in additional project costs) would need to be appropriated in FY12-13. This requires a transfer of budgetary authority from various CIP fund projects that will not be fully utilized in FY12-13.
