TITLE
The Mayor and City Council shall hear a presentation from Gallagher and Kennedy providing their findings on the City of Maricopa Police Department internal affairs files audit. Discussion only.
AGENDA ITEM DESCRIPTION
On June 19, 2012 the City of Maricopa retained services from Gallagher and Kennedy an independent third party to review previously investigated closed investigations to re-establish confidence in the internal affairs program. The review was limited to a review of the 192 closed Internal Affairs investigations from November 2007 through August 2011 to provide the following:
1. Specification
· Were the complaints investigated utilizing generally accepted investigative standards (yes/no).
· Was the discipline rendered based on facts (yes/no).
· Was the discipline consistent with policy in effect at that time (yes/no).
2. The expectations of the review are:
· The file reviews will be done on site at the Maricopa Police Department, 45147 W. Madison Avenue, Maricopa, AZ.
· The review is to be done in less than three months from the time the contract is signed.
· The formal report is to be delivered to the Chief of Police and the City Manager within two weeks of completion of the reviews.
