TITLE
The Mayor and City Council shall discuss and possibly take action to approve the revised Community Services Department organization structure along with the associated modifications to the City’s 2013 Salary Plan. Discussion and Action.

AGENDA ITEM DESCRIPTION
In Spring 2014 the Copper Sky Recreation Complex will be open for public use. The complex will include a 52,000 square foot multi-gen/aquatic center and a 98 acre park. In order to properly operate and maintain these two facilities, staff needs to be added to the department.

A. Copper Sky Regional Park
Maintenance of the regional park will include: turf, fields, lake, courts, ramadas, playgrounds, walking trails, buildings and a skate plaza.
· One Parks Manager is needed to handle all of the administrative duties for the park and to supervise staff. The Parks Manager will oversee the entire parks division and all of the City parks.
· Two Parks Crew Leaders are needed to oversee the day-to-day operations of the park and supervise staff.
· One Irrigation Technician is needed to audit and repair all of the irrigation systems at the park.
· Eight full-time Parks Workers are needed to complete the daily maintenance tasks at the park.
· Six part-time Parks Workers are needed to complete the daily maintenance tasks and to work on the weekends as the park is open seven days a week.

How the center is managed will determine the staffing needs for the new facility.

B. If the center is managed by a third party, the staffing needs include:
· One Recreation Manager is needed to oversee the contract with the third party and the daily operations of the recreation division and supervise staff.
· One Special Events/Marketing Manager is needed to market the department and to increase and enhance the City’s special events as well as bring in outside events to the complex.
