TITLE

The Mayor and City Council shall discuss and take action to approve Amendment No. One to the Intergovernmental Agreement between the Arizona Department of Transportation and the City of Maricopa for roadway improvements along State Route 347 from north of State Route 238 to Maricopa City limits.  Discussion and Action.

AGENDA ITEM DESCRIPTION

On April 5, 2022, via Resolution RES 22-19, the City entered into an Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT) to construct pavement improvements on State Route 347 from Smith Enke Road to the north City limits.  When complete, this project will add a third northbound general-purpose lane from approximately 800 feet north of Smith Enke Road to approximately 2000 feet north of the City limits, including pavement tapers.  The project will also provide a separate right turn auxiliary lane in the northbound direction at Lakeview Drive.  The work will include grading, pavement, curb and gutter, median curb, sidewalk, drainage improvements, and any necessary traffic signal modifications.

The project construction cost estimate prior to bid advertisement was $6,200,000. Per the original IGA, the City paid ADOT $3,072,050 (approximately 49.5% of the estimated costs). This amount includes $2,000,000 for the City's original share of the estimated costs, and $1,072,359 for 50% of the overage at time of advertisement. ADOT provided all costs associated with design of the project. 

On July 14, 2023, ADOT received three bids; Combs Construction Company, Inc. was the apparent low bidder.  Based upon the bids, the updated project cost is estimated at $7,284,868.00.  Due to this cost increase, under the amended IGA, ADOT will contribute $3,675,274.00 (50.5%) and the City will contribute $3,609,594.00 (49.5%) toward the project costs.  In the event project costs exceed the bid amount of $7,284,868.00, ADOT and the City will share in additional project costs at a 50.5% and 49.5% spl...
