TITLE
The Mayor and Council shall consider a staff complement change to replace one (1) Network Administrator position in the Information Technology Division with one (1) Systems Analyst/Database Administrator position in the Information Technology Division and add the new position to the 2012 Salary Plan.  Discussion and Action.
AGENDA ITEM DESCRIPTION
If approved, this staff complement change will have no budgetary impact as the salary range for the Network Administrator position and the Systems Analyst/Database Administrator is the same at $57,317 minimum to $79,013 maximum.

The salary budgeted for the Network Administrator position is $67,000.  The salary budgeted for the Systems Analyst/Database Administrator staff complement would remain at $67,000.
This staff complement is required because there has been an identified need to add additional skill sets to the Information Technology Division to support specific functions in the City.

This action is being requested at this time due to a recent opening in the Information Technology Division and identified needs of departments due to system expansion.  Filling this position enables the Information Technology division to, at a minimum, increase expertise to support the City's ERP (Munis) which includes support for Development Services functions as identified the most recent operational audit.  Additionally, this position will support the Police records management system (Spillman), other City databases, and functions to complement the City Hall 24/7 online services. Additional advantages in data extraction and reporting are also gained with the complement change.

STAFF RECOMMENDATION
Staff recommends Council approve replacing one (1) Network Administrator position in the Information Technology Division with one (1) Systems Analyst/Database Administrator position in the Information Technology Division and add the new position to the 2012 Salary Plan.
