TITLE
The Mayor and City Council shall discuss and possibly take action to approve a change order to Architekton for additional Design Services in an amount not to exceed $98,470 for the Multigenerational/Aquatic Facility. The funding for the services will be drawn from budget line item Parks Bond-Facilities, Design, Recreation & Aquatic Center (33044148-67725-33009). Discussion and Action.
AGENDA ITEM DESCRIPTION
Architekton is currently under contract for Construction Manager at Risk (CM@R) Design Services for the Multigenerational/Aquatic Facility; awarded on February 7, 2012 for $1,451,215. The existing scope of work includes the complete design of the facility; however, the initial direction was to phase the construction, and therefore, the facility was designed to accommodate a phased project. On September 4, 2012, the City Council made the decision to move forward with full build-out of the facility. Full build-out includes the addition of the complete aquatic facility (competition pool, recreational pool, and locker room) and ancillary amenities.
The initial direction to include the Aquatic Facility in phase 2 of the project required the complete design (phase 1 and 2) to go a certain direction with respect to the aquatic portion. The programming efforts that took place at the start of the project revealed that a body of water was needed with phase 1 to accommodate lap swimming, water aerobics and other miscellaneous recreational activities. Now that the direction is to construct the entire project all in one phase, the activities in the small recreation pool will be duplicated in the competition and large recreational pools. Also, from an operations and maintenance (O&M) perspective, the third body of water will cost the City more money in additional life guard wages, equipment maintenance, and pool supplies.
