TITLE

The Mayor and City Council shall hear a presentation and provide direction to staff regarding possibly entering into an agreement with the Arizona Department of Corrections for the supply of inmate labor in the City of Maricopa.  Discussion only.

 

AGENDA ITEM DESCRIPTION

The Public Works Street Maintenance Division seeks to contract with the Arizona Department of Corrections for the supply of inmate labor in the City of Maricopa.  Demand for labor resources has increased in the City at the same time rates for outsourced labor has increase.  Inmate labor is inexpensive and effective in completing unskilled repetitive tasks such as crack seal, weed abatement, clearing illegal dumping and alleys, roadside trash pick-up, etc.  For example, inmate labor can replace $200,000 of crack seal labor currently outsourced for $6,000 annually.  Additionally, inmate labor used to complete routine tasks currently performed by our street maintenance staff would allow the streets crew time to focus on tasks that require greater skill.  The inmate labor crew would consist of seven men supervised by one City of Maricopa staff member.  Funding for the labor will be drawn from Highway User Revenue Fund (HURF), Repair and Maintenance (20055151-54430).

Staff recommends that the Mayor and City Council hear the presentation and provide direction to staff regarding possibly entering into an agreement with the Arizona Department of Corrections for the supply of inmate labor in the City of Maricopa.
