TITLE
The Mayor and City Council shall hear a presentation by the ABACUS Program Management Team on the Vekol Site Engineered Master Site Plan.
 
AGENDA ITEM DESCRIPTION
The Abacus Program Management Team has been tasked with producing an Engineered Master Site Plan for the 140 acre Vekol/Recreation Site.  The design team produced several different concepts to layout the site to accomodate a regional park, sports complex, combination multigeneration/swim facility and acreage for economic development.  The concepts were derived from early public outreach efforts through the a Town Hall meeting, stakeholder meetings, and City staff input while accounting for an engineered solution to handle access, on-site drainage/retention and addressing the existing floodplain mitigation that is required for the site.
 
The options, as they exist today, were dependant on the recently recieved and reviewed FEMA Draft Flood Insurance Mapping.  The site plan options were presented to the Vekol Site Oversight Committee to discuss the pros and cons to each and to narrow down the options for presentation to the entire City Council.  It took three rounds of review to produce the two recommended options that will be presented.  
 
STAFF RECOMMENDATION
Staff recommends that the Mayor and City Council hear the presentation and come to a consensus on a preferred Engineered Master Site Planfor the Vekol Site.
