TITLE
The Mayor and Council shall consider a staff complement change to replace one (1) Sworn Police Officer position in the Administrative Division of the Police Department with one (1) Public Information Officer position in the Administrative Division of the Police Department and add the new position to the 2012 Salary Plan.  Discussion and Action.
 
AGENDA ITEM DESCRIPTION
If approved, this staff complement change will have no budgetary impact.  The salary range for the Sworn Police Officer position is $48,146 minimum to $68,029.04 maximum. The salary range for the Public Information Officer position is $54,588 minimum to $75,250 maximum.
 
The salary budgeted for the Sworn Police Officer position is $66,370. The salary budgeted for the Public Information Officer staff complement is $54,588.
This staff complement is required because the person who originally held the position recently medically retired.  This is a critical position in the department as pointed out by an independent audit.  However, the position does not need to be a sworn position.   
 
This action is being requested at this time because the need for this staff complement is needed in this fiscal year.  Filling this position enables the Police Department to civilianize a critical position within the department where a sworn position is not needed at no additional cost.
 
STAFF RECOMMENDATION
Staff recommends Council add one (1) staff complement for the Public Information Officer position to replace one (1) Sworn Police Officer position in the Police Department.
