AGENDA ITEM DESCRIPTION
The purpose of the Building Code is to establish predictable and consistent new construction standards necessary to prevent harm to life, property, and the environment. These minimum requirements are based on a practical balance between reasonable safety and cost.  
 
The International Building Code is a one of a group of model building codes developed by the International Code Council (ICC) for use by state, county, and municipal governments.
 
The ICC argues that legislative bodies use model codes because they provide an "accessible source of comprehensive, contemporary and respected technical requirements without the difficulties and expense of investigation, research, drafting and promulgation of individual local codes." The ICC code development process includes representation from technical and professional organizations, developers, trades organizations, and code officials. Although the revision process is continuous, new changes, updates, and revisions are published every three years
 
The 2012 International Building Code Group encompasses the best practices in public health and safety for new or proposed construction.  It improves staff's ability to deliver quality customer service through correlation with other international codes, and support consistency in the use and enforcement of these by owners, designers, architects, developers, contractors, engineers, code officials and the community.
 
STAFF RECOMMENDATION
Staff recommends that the Mayor and Council adopt the 2012 International Code Council Building Code Group.
