TITLE

The Mayor and City Council shall discuss and take action to approve an Agreement for Environmental Infrastructure Design and Construction Assistance Under Section 595 - Water Resources Department Act of 1999, As Amended, and authorize the City Manager, and/or his designee(s), to execute this Agreement, in substantially similar form as presented, and any other documents necessary for the project completion (Maricopa Western Water Line, C.I.P. #40068).  Discussion and Action.

AGENDA ITEM DESCRIPTION

In April 2021, the City of Maricopa requested Federal assistance for the construction of a water line in western Maricopa, to assist with the future development of the region. This project was identified for federal funding under the Infrastructure Investment and Jobs Act, IIJA, of 2022 and was allocated $3.5M in Federal funds.  This project will be funded under the Western Rural Waters Environmental Infrastructure Program authorized by Section 595 of the Water Resource Development Act of 1999, as amended.

As part of the process to obtain the funding, the City of Maricopa must enter into an agreement with the Army Corps of Engineers, which oversees the deployment of the Section 595 funds. Because of the lengthy timeline required when dealing with Federal agencies, Staff is seeking authorization from the City Council to sign and submit any and all documentation related to the project, despite the Agreement not being in its final form at this time. This will help expedite the project with the Corps, so construction can begin on the water line in the first quarter of 2023.

In addition to the Section 595 funds from the Federal government, the City also anticipates spending CARES funding for the project. This project is identified as City of Maricopa CIP Project #40068. The City has set aside $10,100,000 of grant funding for this improvement.
