AGENDA ITEM DESCRIPTION

The Phoenix Police Department/ Arizona ICAC Task Force is the recipient of the United States Department of Justice (DOJ), office of Juvenile Justice and Delinquency Prevention (OJJDP) grant regarding Internet Crimes Against Children (ICAC). The Task Force utilizes the grant, and funding from the Arizona Attorney General's Office, for the purpose of administering and operating an ICAC Task Force in Arizona. The Maricopa Police Department is proposing to enter into an Intergovernmental Agreement (IGA) with the Arizona Internet Crimes Against Children Task Force (AZICAC), led by the Phoenix Police Department. The department previously had an IGA with AZICAC, which expired in 2023. This agreement could provide several significant benefits for our agency, particularly in training, equipment, and funding to assist our detectives specializing in the highly technical and sensitive investigations of online exploitation of minors. The Department of Justice (DOJ) initiative, under the leadership of the Phoenix Police Department offers financial assistance through various funding sources to agencies that participate in the AZICAC task force. In recent years the number of cases assigned to our Criminal Investigations Unit has increased. There were 16 in 2023, 22 in 2024 and 10 in the first two months of 2025; this increase demonstrates the growing need for specialized resources to address these complex investigations.
