TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona naming the City Complex Loop Roadway which will facilitate access to the new City Hall and Police Station. Discussion and Action.
 
AGENDA ITEM DESCRIPTION
The development of the new City Complex involves the design and construction of a new roadway that will facilitate access to the new City Hall and Police Station.  
 
At the April 17, 2012 City Council Work Session, staff gave a presentation to the Mayor and Council on process options for naming the roadway.  Council directed staff to:
 
·      Obtain proposed names from the community through various outreach efforts
·      Narrow the list to approximately five while considering criteria such as:
o      A fallen service member inclusive of all branches of the military and public safety personnel
o      An historic Maricopa family name
o      A policy maker that has made a significant contribution
o      Maricopa heritage
·      Bring recommendations to City Council for the final decision
 
The City received 79 unique recommendations (duplicates were combined).  The full list is attached.  Staff reviewed, combined, and narrowed the list to five choices.  
 
Staff eliminated pre-existing street names or names similar to schools, businesses, or facilities to avoid confusion to the traveling public and for public safety response.  Staff also removed offensive or inappropriate responses.
 
This type of roadway is properly categorized as a "Loop" or a "Way," so staff removed all recommended street surnames (i.e., Drive, Avenue, Circle, etc.).  Staff recommends that the City Council decide whether to call it a "Loop" or a "Way."
 
Consideration was given to how the address would appear on an address label, a City building, marketing materials, email signature lines, letterhead, etc.  Therefore, suggestions with the word "Copa" or "Maricopa" were removed to avoid redundancy in addressing.  Including "Maricopa" in the roadway name puts the word "Maricopa" on every line and is redundant.  Here is an example (and NOT a recommendation):

Some suggestions were more appropriate for ancillary roadways within this project, versus the primary roadway.  Those street names can be utilized for future roadway naming purposes enabling the City Council to honor suggestions that were not chosen for the primary roadway.
 
The five recommendations for Council's Consideration are listed below.  The appropriate street type is "Loop" or "Way."

·      Cotton
·      Kino Wells
·      Stagecoach
 
Below are some examples of how these five recommendations would look as an address for City Hall.  City Hall street number would be "One" or "1" and the Police Station street number would be "Two" or "2."

STAFF RECOMMENDATION
Staff recommends that the Mayor and Council select the name of the loop roadway for the new City Complex.
