TITLE
The Mayor and City Council shall hear and possibly take action to enter into a Memorandum of Understanding between the City of Maricopa, Arizona Fire and Medical Authority, City of Chandler, City of Mesa, City of Peoria, City of Scottsdale, City of Sun City, Gila River Indian Community, Rio Verde Fire District, Salt River Pima Maricopa, and the Town of Gilbert to fulfill the obligations of the U.S. Department of Homeland Security, FEMA, Assistance to Firefighters Grant award match (cost share) in an amount not to exceed $19,801.28. Matching funds are available in the general fund, fire operations, training (10022527-55570). Discussion and Possible Action.
AGENDA ITEM DESCRIPTION
On January 29, 2018, Trisha Sorensen, Interim City Manager, approved the submission of a grant application to the Assistance to Firefighters Grant (AFG); a suite of competitive grants comprised of three interconnected programs (Operations and Safety, Vehicle Acquisition and Joint/Regional) for awarding direct financial assistance to fire departments, non-affiliated EMS organizations and state fire training academies.
The Maricopa Fire and Medical Department submitted an application for a joint training and education grant collaboration with Mesa Community College (MCC) and Virtual Incident Command Center (VICC) as the host agency. As part of the technical review of the grant application, the City of Maricopa must provide executed Memorandums of Understanding with all participating agencies. By entering into this joint education/training grant opportunity as the host agency not only benefits the Maricopa Fire and Medical Department through additional training/education opportunities at no cost through MCC and the VICC, but additionally offers these same opportunities to consortium partners consisting of, Arizona Fire and Medical Authority, City of Chandler, City of Mesa, City of Peoria, City of Scottsdale, City of Sun City, Gila River Indian Community, Rio Verde Fire District, Salt River Pima Maricopa, and the Town of Gilbert.
The Memorandum of Understanding states the City of Maricopa will serve as the grant recipient and the administrative agent of the grant. The Arizona Fire and Medical Authority, City of Chandler, City of Mesa, City of Peoria, City of Scottsdale, City of Sun City, Gila River Indian Community, Rio Verde Fire District, Salt River Pima Maricopa, and the Town of Gilbert will be participating agencies and will adhere to the 15% cost sharing requirements as contained in the grant. In addition, the participating agencies shall also adhere to fiscal and programmatic required specific in the grant award and will provide required information to the City of Maricopa for reporting purposes.
