TITLE
The Mayor and City Council shall discuss and possibly take action to adopt the 2013-2016 Strategic Plan. Discussion and Action.
AGENDA ITEM DESCRIPTION
On October 25, 2012, a Strategic Planning Retreat was held with the City Council and City executive management team. It was facilitated by strategic planning consultant and facilitator Patrick Ibarra of the Mejorando Group. During the retreat, the City's prior year Strategic Plan was reviewed and updated as part of a larger more in-depth discussion. This agenda item is to review and possibly adopt the 2013-2016 Strategic Plan, as created during the retreat through this revision. In addition to a review and discussion of items to ensure all left in the Plan remained applicable, comments received from Council included modifications to the Plan to reduce the lengthiness of text and also to remove items from the Plan that can be considered 'standard operating procedure' for the City.
Should Council adopt this Strategic Plan, staff will immediately meet and update the previously created Action Items report associated with the 2012-2015 Strategic Plan. This report expands the Strategic Plan's approved objectives into specific tasks necessary to achieve the objective. Each task is assigned to a staff member, who is responsible for completing the task by a due date. Additionally, these tasks guide staff's preparation of the upcoming annual budget. Staff will be held accountable for their actions on these tasks as part of their performance evaluation plan.
Staff will be back before Council in March to provide an update on progress related to the tasks in the revised Action Items report, and it will again be updated and presented during a City Council meeting in the July/August timeframe. Finally, a full annual report will be presented during the next City Council Strategic Plan retreat, to generally occur in October of 2013.

Staff recommends approval of the 2013-2016 City Council Strategic Plan.
