TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona authorizing the submission of a grant application to the Gila River Indian Community in support of funding The Maricopa Rotary Club to improve the park and pool in Maricopa and act as the designated fiscal agent. Discussion and Action.
 
AGENDA ITEM DESCRIPTION
In February 2010, the City of Maricopa Mayor and City Council passed a grants acquisition and administration policy providing guidelines for the City of Maricopa to consider sponsorship of an application to the State Shared Revenue Programs and is detailed as follows:
 
Sponsorship of an agency's application for the City of Maricopa to act as the Fiscal Agent
i.      Agency is a non-profit and /or proof of tax exempt status under the Internal Revenue Code section 501 (c) 3 or similar provision.
ii. The agency must provide an explanation how their proposal aligns with the City of Maricopa Strategic Plan Elements (<http://www.maricopa-az.gov/city_hall/resources/StrategicPlan.pdf>) :
a.      Economic Sustainability
b.      Quality of Life
c.      Transportation
d.      Public Safety
e.      Quality Municipal Services
iii. There must be a benefit to the City of Maricopa community.
 
This is the first time the Maricopa Rotary Club is requesting sponsorship from the City of Maricopa.
 
In 2002 Arizona tribes and the Governor concluded negotiations of a new standard form Tribal/State Gaming Compact which was subsequently approved by the Arizona voters. In Section 12 of the Compact, each tribe agreed to contribute a portion of its gaming revenues in exchange for substantial exclusivity covenants by the State. Tribes must deposit 88% of this contributed revenue into the Arizona Benefits Fund. By law, the State must use this contributed revenue to support education, healthcare, and other programs that benefit Arizona residents. A tribe may elect to distribute the remaining 12% directly to cities, towns and counties of its choosing.
 
For 2011, the Gila River Indian Community has elected to award its 12% contribution directly through its 12% grant program. Through the 12% grant program, the Community accepts applications from cities, towns, counties and other organizations seeking funding to support services that benefit the general public.  
 
Applications should request funding only for programs or services that benefit the general public. Within the broad spectrum of services and programs that serve the general public, the Communities give funding preference to applicants whose services address the following priority areas:
 
·      Education
·      Healthcare
·      Public Safety
·      Economic Development
·      Transportation
 
A non-profit or other organization can become eligible if the non-profit can provide:
 
1.      Proof of tax exempt status under Internal Revenue Code section 501 (c) (3) or some other similar provision.
2.   Proof of support and sponsorship from an Arizona city, town or county. Such proof shall be in the form of a resolution adopted showing the government will act as a fiscal agent and accept funding on the non-profits behalf. The non-profits application shall bear the signature of an authorized official of the eligible government.
 
The Maricopa Rotary Club is requesting $120,000 to improve the Rotary Park and pool so it can be better utilized as a public recreation venue.  By improving the park and pool and increasing amenities, the Maricopa Rotary hopes to increase the number of community members who use this areas for recreation. Additionally, this may alleviate some of the overcrowding at other public venue. Lastly, improvement to the park and pool with add beauty to the neighborhood.  Anticipated improvements will increase efficiency by decreasing water usage as well as decreasing the amount of chemicals needed to maintain the Rotary Pool.
 
This project falls under "Quality of Life" goal of the City's Strategic Plan in terms of providing an additional recreation area and reducing environmental impact by saving water and reducing chemical use.
 
The City of Maricopa would be the fiscal agent for The Maricopa Rotary Club. Specifically, the Grants Manager would coordinate 1-2 hours a month for the duration of the project (not to exceed 12 months), disbursing grant funding only.
 
By supporting non-profit agencies, the City is empowering nonprofit leaders to improve the quality of life, build capacity, focus on community solutions and support the sustainability of the non-profit sector.
 
STAFF RECOMMENDATION
Staff recommends passing the Resolution of the Mayor and City Council of the City of Maricopa, Arizona authorizing the submission of a grant application to the Gila River Indian Community in support of funding The Maricopa Rotary Club to improve the park and pool in Maricopa and act as the designated fiscal agent.
