TITLE
The Mayor and City Council shall discuss and possibly take action on the City of Maricopa Non-Profit Funding Program applicants and evaluation results and make a recommendation for funding consistent with the formal adoption of the FY15-16 budget under General Fund, General Government, Program Awards (10010000-53380).  Staff also requests Mayor and City Council to provide the authority to the City Manager to execute the agreements.  Discussion and Action.
 
AGENDA ITEM DESCRIPTION
A Request for Proposals was announced in December 2014 accepting applications with a deadline of submission no later than January 29, 2015 at 5:00 p.m.  A pre-submittal meeting was held with interested non-profit agencies at City Hall on January 7, 2015.
 
Goal of Non-Profit Funding Program:
The goal of the program is to create Partnerships with Community Organizations. This will be accomplished by providing health, human, and/or quality of life services to the residents of Maricopa. The non-profit funding requests recommended during each grant process fulfills the intent of the Maricopa Strategic Plan and designated City Council priorities while also leveraging City dollars.   
 
Program Requirements:
·      An agency must be able to provide Internal Revenue Service (IRS) letter sanctioning non-profit status.
·      An agency must be able to provide liability insurance $1,000,000/$3,000,000/$1,000,000.
·      Application requests may not exceed $25,000.
·      Application may not exceed seven (7) pages and should be submitted typed in twelve (12) point font and one (1) inch margins.
·      Applicants are required to attend a grant writing workshop and provide a certificate of attendance.
·      Applicant must provide a completed City of Maricopa W-9 form with the application.
·      Applicant must provide a signed offer page and any amendment documents with the application.
·      Applicants must provide direct services which improve the health and welfare of Maricopa residents that have measurable outcomes.
·      Applicants must demonstrate the ability to generate revenue from other sources for future sustainability.
·      Services and initiatives should support and address the City of Maricopa Strategic Plan.
·      Request from religious organizations must be for secular human service.
·      Only on application per agency may be submitted.
·      If previously awarded entity has more than one (1) late quarterly report through the grant period their agency will be excluded from funding consideration for one (1) year.
·      Three (3) years maximum of funding per organization may be received and then the agency has one (1) year off from funding before an application can be re-submitted.
·      Grant funding will be disbursed to awarded agencies on a semi-annual basis.
·      Grant Awardees will be required to complete quarterly reports at three month intervals and provide a presentation to City Council at the end of the first six months.
·      Maricopa City Council has the discretion to award a lesser amount than requested.
·      Funds may be re-allocated to another organization if an award is not accepted.
·      Funding will be provided on a year-to-year basis at the discretion of City Council.
·      Each budget cycle the Mayor and City Council will review available funding for this program. The City reserves the right to continue, discontinue or reduce funding based on this determination.
 
Scoring:
The applications were evaluated by the Non-Profit Evaluation Committee based on the following criteria for a total of 1,100 points:
·      Project Description and Community Need - 200 points
·      Goals, Objectives and Performance Measures - 200 points
·      Strategies and Implementation Plan - 200 points
·      Resources, budget and Sustainability - 200 points
·      Organizational Capacity - 100 points
·      Coordination and Collaboration - 100 points
·      Technical Review - 100 points
 
FY 15-16 Applications:
The City of Maricopa reviewed 12 applications, 11 considered responsive through City review and 1 addition was added through the Non-Profit Evaluation Committee's recommendation on 3/19/2015:
 
 
 
      The Non-Profit Evaluation Committee met and came to a consensus on the applications listed above on 4/9/2015 and are making the following recommendation to the Mayor and Council for consideration:
 
      Recommend funding at levels requested by organizations based on amount set in the FY15-16 budget by the Mayor and Council in the above rank order. If a specific or smaller funding level is determined by the Mayor and Council through the annual budget process, the Non Profit Evaluation Committee respectfully requests the applications return the committee for discussion a partial distribution of funds recommendation.   Concerns expressed by the committee which they would like presented to the Mayor and Council include, not funding costs associated with expenses or line items that are out of the state and outside the City of Maricopa.
