TITLE
The Mayor and City Council shall hear and possibly take action on acceptance of grants and entering in a contract with the Arizona Department of Public Safety for three years in the amount of $644,305 for victim advocates. There is a matching requirement of $161,076 over a period of three years - making the 3 year total commitment of this program $805,381. The match amounts will be met through the general fund payroll (10022123), the Community Programs Budget (10022123-55612-32024), the Family Advocacy Center Fund (22022123 project 20222) volunteer time and donations. Acceptance of the grant will also authorizes the City Manager to sign the grant contract and any related documents. Discussion and Action.
AGENDA ITEM DESCRIPTION
In 1984, VOCA established the Crime Victims Fund in the U.S. Treasury and authorized the fund to receive deposits and fines and penalties levied against criminals convicted of federal crimes. This fund provides the source of
funding for carrying out all activities authorized by VOCA for the award of victim assistance funds to the states. VOCA gives the sole authority to determine the best use of VOCA victim assistance grant funds within each
state.
The Arizona Department of Public Safety, Victims of Crime Act, Crime Victim Assistance grants supports and promotes quality services for crime victims partnering with local agencies throughout Arizona that perform the
essential work of victim assistance. The provision of rights and mandated services are outlined in Arizona's Constitution and the Victim Rights Act provide the beginning of a foundation of important services to crime victims.
Matching contributions of 20 percent are required for each VOCA project and must be derived from non federal sources. All funds designated as a match are restricted to the same uses as the VOCA assistance grant funds and must
be expended within the grant period. In-kind match may include donations of volunteer professional services, materials, equipment, space and facilities and use non-VOCA funded victim assistance activities.
Maricopa Police Department submitted applications through the AZ Department of Public Safety for victim advocates and the Maricopa Family Advocacy Center in Spring 2020. In August 2020 the Maricopa Police Department received award notification of both applications and contracts were received for consideration on September 28, 2020.
MARPD 2020-131 awarded was for the continuation of three full time victim advocate positions, training, membership dues and a vehicle.

In the match Salary and Fringe Benefits are for the time the Community Programs Manager works on any VOCA eligible activity including supervision of the advocates. Volunteers are considered an in-kind match as the same starting rate of a victim advocate ($21.59) , printing costs, fuel, maintenance of vehicle including wear and tear, cell phone expenses for Community Programs Manager and the victim advocate, case management software of victim services (PBK) , educational brochures, and community events.
This grant is budgeted within FY20-21 grants fund and operations budget.
In year one, the impact to the general fund is budget neutral because it is a portion of the Community Programs Managers Salary,, the community programs budget amount of $8,500, the cell phones and the fuel and oil costs, volunteer time which are already in the approved budget.
In year two the same accounts above apply and there is an impact to the general fund with the victim advocate fringe benefits in the approximate amount of $25,963 for fringe benefits for the three advocates and in year three is approximately $23,316. Year two and three is not budget neutral and the City will need to absorb a portion of the three victim advocate salaries.

Staff recommends the Mayor and City Council accept the grant and enter into a contract with the Arizona Department of Public Safety for three years in the amount of $644,305 and authorize the City Manager to sign the grant contract and all related documents.
